I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland, whether the attention of the Local Government Board has been called to the case of the Kanturk Rural District Council in respect to the Baronial Railway guarantee; and if he can state whether the Commissioner of Valuation reported to the board, under Section 58, Sub-Section 4, that the Kanturk district was entitled to relief, as the guarantee exceeds sixpence in the pound on the rateable value; and, if so, why has not the district received the relief for the current financial year.

The reply to the first paragraph is in the affirmative. The Commissioner of Valuation reported that, in his opinion, the provisions of Section 54, Sub-Section 4, of the Local Government Act, 1898, came into force on the 1st April, 1899, and that payments in respect of which a contribution may be made from the Local Taxation Account under these provisions will not become due until after the 31st March, 1900—the end of the current financial year.

Surely, if the financial year commenced on the 1st April last year, the district is entitled to a full year's payment.
