I beg to ask the President of the Board of Trade whether, in view of the continued refusal of the Taff Vale, Cardiff, Barry, and Rhymney Railway Companies to meet the accredited representatives of their employees or submit the matters in dispute to arbitration, he will take immediate steps to put the Conciliation Act in operation.
