I beg to ask the First Lord of the Treasury whether he will propose the adoption by the House of Commons of an Order similar to that adopted by the other House of Parliament,* to the effect that where by statute any scheme, before it can be sanctioned by Order in Council, is ordered to lie *See page 621 of this Volume. upon the Table for a prescribed number of days, it shall be laid upon the Table in a printed form, and not otherwise; and thereupon shall forthwith be circulated to the Members of this House.

I understand that the hon. Gentleman is quite right in his statement with regard to the practice in another place. I see no reason why that practice, which is obviously a convenient one, should not be adopted here and I will communicate with the authorities of the House on the subject.
