I beg to ask the President of the Board of Trade if he has received a copy of a resolution which was unanimously adopted at the recent Annual Scottish Trades Union Congress, held in Dundee, urging that a practical representative from Scotland should be appointed on the Commission to inquire into Railway accidents; and, whether he will take such steps as may be necessary to accede to this request.

My right honourable friend received a copy of the resolution referred to by the honourable Member and replied that the constitution of the Royal Commission having been settled it was not possible to re-open the question. He does not propose to recommend any addition to the Commission.
