LOWTHER (Kent, Thanet)I beg to ask the First Lord of the Treasury whether he is prepared to support some reasonable modification of the existing practice under which Motions of Urgency under Standing Order No. 17 can be ousted by a blocking notice, a condition of things which was described by himself upon 1st March 1574 18D7 as leaving the House bound and helpless before the will of one single and irresponsible individual?
