I beg to ask the First Lord of the Treasury whether he is prepared to support some reasonable modification of the existing practice under which Motions of Urgency under Standing Order No. 17 can be ousted by a blocking notice, a condition of things which was described by himself upon 1st March 18D7 as leaving the House bound and helpless before the will of one single and irresponsible individual?

There is no reasonable proposal on this or any other subject which I am not ready to consider, but before I pronounce in favour of any scheme dealing with this matter, which would require a large amount of Parliamentary time to carry it into effect, I think my right honourable Friend should put his proposal in terms on the Paper.
