I beg to ask the Secretary to the Treasury whether the Treasury will consent to receive a memorial direct from pensionable Civil servants of the Crown, asking for an inquiry into the superannuation system, in view of the great inconvenience to the Treasury, and to the several Departments, of sending separate memorials from all branches of the Civil Service containing many thousands of signatures; and, if so, will he so inform the several public departments?

The well-known rule is that the Treasury will only receive memorials from Civil Servants through, the Heads of the Departments to which they belong. There are no special circumstances sufficient to justify a departure from the established practice.
