§ MR. GERALD BALFOURThis Bill is nearly ready, and I hope to be able to introduce it shortly, though I am not yet able to fix the day. In view of the fact that the Rill is substantially the same as that introduced last year, I would venture to suggest that it should be allowed to be read the First time after 12 o'clock.
