HOGAN (Tipperary, Mid)I beg to ask the Secretary of State for the Colonies whether he has received an official report of the circumstances attending the recent change of Government in Norfolk Island; whether the duties, powers, and responsibilities of the newly appointed Administrator or Government Resident have been permanently defined; whether a formal protest was presented to Lord Hampden by the elected chief magistrate of the Norfolk Island community; and whether, under the new constitution, any of the self-governing rights and privileges which the inhabitants of Norfolk Island enjoyed since 1856 have been retained?
