I beg to ask the First Lord of the Treasury whether, having regard to its being impossible to have the Debate on the system of enlistment in the British Army, for which the first place had been obtained in the ballot for to-morrow, and in view of the close connection which this question bears to the health of the troops in India, on which subject a Report of the Departmental Committee and a Memorandum of the Secretary of State for India has recently been issued, the Government will be prepared to give a day for the discussion of a matter of such urgent public; importance after the Easter recess?

I doubt whether a discussion on the second of the topics mentioned in the Question would be relevant to a Debate upon the first; nor do I know that any circumstance has yet been brought to my knowledge that would induce me to believe that it was necessary or desirable to interrupt the general course of public business in this House for the purpose of promoting a discussion either upon the one or the other.
