I beg to ask the Under Secretary of Stale for War, whether the attention of the authorities has been directed to a recommendation of the Select Committee on Retired Soldiers' and Sailors' Employment, that the pay or pension of an ex-soldier shall be included in or added to the weekly wages he may also receive from the Civil Department which employs him; and, whether he can state the extent to which this arrangement has been or is likely to be adopted or facilitated by the War Office?

The proposal that pensions should be paid conjointly with Civil wages has been fully considered, but there are considerable difficulties, and it has not been found practicable to adopt it. The pension is at present paid quarterly in advance, and a change of system would cause much initial discontent.
