I beg to ask the Secretary to the Treasury, as representing the Postmaster General, whether he has observed that the French Government has recently introduced the system of the mandat-carte (already so successful in Germany and Switzerland), under which the money transmitted by post is delivered with the card of advice, or mandat-carte, at the payee's door, so as to avoid all possibility of temptation, theft, or even mistake; and whether it is intended to extend the system to this country?

I understand that the system of the mandat-carte has been in. operation in France for some years past, but I presume that the hon. Member refers to the arrangement for paying-money remitted by mandat-carte at the houses of the payees. This arrangement, which until recently has been restricted to the rural districts in France, has now been made general. There is no present intention, of extending the system to this country.
