I beg to ask the Chancellor of the Exchequer whether he would extend the provisions of the Public Works Loan Act so as to embrace waterways and canals under public trusts, as well as waterworks as at present, or would give powers to the Public Works Loan Commissioners by which they might be enabled to assist the counties of Gloucester, Wilts, and Berks in restoring the navigation between the Thames and the Severn?
