§ LORD BALCARRES (Lancashire, Chorley)I beg to ask the Vice President of the Committee of Council on Education, whether the keeper of the Art Library of the South Kensington Museum has any control over the expenditure of money allotted to the Library under Vote F, 8 (Class 4); and, if he is responsible, has anyone else the authority to buy books, prints, or drawings, and charge them to the Art Library, although the keeper does not consider them suitable?
