§ MR. GERALD BALFOURI propose to ask leave to introduce the Irish Education Bill this day week. The hon. and learned Member will recollect that the arrangement which was made with regard to this Bill was that it should be introduced after midnight, and that I should not carry it to any subsequent stages unless the Government should have good reason to believe that it would be regarded and treated as a non-contentious Measure.
