§ MR. PAUL (Edinburgh, S.)I beg to ask the Lord Advocate whether his attention has been called to Clauses 3, 4, and 5 of the Supreme Court of Judica- 293 ture (Procedure) Bill, brought from the Lords; and whether these clauses, or any other clauses in the Bill, are capable of being construed to confer upon the English Judges the power of making Rules which would give them jurisdiction over persons domiciled in Scotland, or would otherwise interfere with the independence of the Scottish Courts; and, if so, whether the Government will propose amendments to guard against any such conflict of laws?
§ THE LORD ADVOCATE (Mr. J. B. BALFOUR,, &c.) ClackmannanI do not think that the Bill would confer upon the English Judges the power of making Rules which would give them jurisdiction over persons domiciled and resident in Scotland, or which would interfere with the independence of the Scottish Courts.
