I beg to ask the Under Secretary of State for Foreign Affairs if he is aware of the fact that the British Consul at Para, Brazil, refused to send home two British seamen of the barquentine Caernarvonshire, which had been wrecked, on the grounds that they refused to sign articles on a Russian Finn vessel which was not bound for the United Kingdom; if the British Consul was justified in so treating destitute seamen; and whether any steps can be taken to prevent the recurrence of similar grievances?
