I beg to ask the President of the Board of Trade whether, before committing the Government to the cost of despatching Commissioners to the United States to inquire into the question of alien immigration, he procured from the Royal Commission on Labour the Report received by them upon that same subject; and considered its terms?

MR. MUNDELLA

The Report to which the right hon. Gentleman refers has already been printed and circulated. It does not give the full information which the Commissioners appointed by the Board of Trade are instructed to obtain, and which I think it is necessary to place before Parliament for the elucidation of the subject.

Will the right hon. Gentleman lay on the Table the instructions to the Commissioners?
