STANHOPEThere is no present intention by any legislative enactment to insist on increased efficiency in return for the grant now to be made; but I feel certain that the House will support any changes which may, from time to time, be found possible, without pressing too hardly on the Volunteers, in the direction of increased efficiency and of readiness for immediate action whenever required.
