O'CONNOR (Tipperary, S.)I beg to ask the Chancellor of the Exchequer whether the permission proposed to be given to County Councils to borrow three years' contributions to the fund promised out of the additional Spirit Duty towards the extinction of licences involves the continuance of that duty for a definite term of years; and whether there is any precedent for such an imposition of an Excise Duty for years in advance?
