I beg to ask the Chancellor of the Exchequer why Ireland did not get in 1889 the benefit of the contribution of £40,000, the amount she now receives in lieu of local taxation licences; whether this contribution is on a par with the Probate Duty Grant, and therefore should have been paid simultaneously with it; and whether the Government will make provision for paying Ireland this sum of £40,000, which was withheld from her in 1889, while England and Scotland received the benefit of grants under this head from the date of the passing of the County Councils Act?

No, Sir; this contribution is not on a par with the Probate Duty Grant, and therefore need not have been paid simultaneously with it. As regards the latter part of the question, I should remind the hon. Member that this is the first year in which the transfer of the local licences became generally operative in Great Britain.
