I beg to ask the Lord Advocate whether he is aware that the Boundary Commissioners for Scotland, at their sitting held at Duns on the 14th ultimo, intimated that in their opinion they had no power to deal with the boundaries of counties except in the case of detached portions; and whether this intimation is in accordance with the provisions of Section 45 of the Local Government (Scotland) Act, and with his own statements as to the powers and duties of the Boundary Commission made in the House of Commons on 8th April, 1889?
