§ THE VICE PRESIDENT OF THE COUNCIL (Mr. E. STANHOPE)The expenditure of the London School Board is only to be controlled in one of two ways. If any item of expenditure is illegal, it is liable to be surcharged by the auditor; and if, in the opinion of the ratepayers, the expenditure of the 1730 Board, or any particular item of it, is excessive or deficient in amount, it is in the power of the ratepayers to vote only for those candidates who will give effect to that opinion.
