asked the Under Secretary of State for Foreign Affairs, Whether it be true that Germany and France, as well as the United States, have formally recognized the Congo Free State; and, whether it is the intention of Her Majesty's Government to take a similar step on behalf of England?

The recognition of the flag of the Association by the United States has been publicly notified; but the Questions asked by the hon. Member are so closely connected with the proceedings of the West African Conference, as to which, as I have already stated, a pledge of secrecy exists, that I hope the hon. Member will not expect me to reply at present. If, however, the hon. Member will refer to the Papers just laid on the Table, he will find at page 17 the views of the Imperial Government of Germany on this subject.
