HC Deb 03 June 1880 vol 252 c1078
MR. HENEAGE

asked the Secretary of State for the Home Department, Whether, as the Hares and Babbits Bill was only delivered yesterday, he will postpone the Second Reading until after the 8th of June, in order to allow the Chambers of Agriculture to express their opinion upon it at the Central Council Meeting held in London on that day?

LORD ELCHO

asked the Secretary of State for the Home Department, Whether, looking at the fact that the Hares and Rabbits Bill contains provisions which override the principle of free contract, and seeing that the Bill was only delivered to Members on the 2nd instant, he will postpone the Second Reading for a week?

SIR WILLIAM HARCOURT,

in reply, said, that the Hares and Rabbits Bill was the Bill which was unanimously recommended by the Chambers of Agriculture through Mr. Clare Sewell Read. The Bill contained provisions which would interfere with freedom of contract. He had no desire to hurry on the Bill unduly; but he hoped to be able to take the second reading on Thursday next.
