MR. DODSON,in reply, said, his hon. Friend was, no doubt, well acquainted with the difficulties by which the question was surrounded. There were some points of great importance connected with it which must be expected to lead to considerable discussion; and in the circumstances it would not, he thought, be possible to pass a Bill dealing with it in the present Session.
