MR. GLADSTONESir, some measure of the kind will undoubtedly be requisite. It is not a matter of necessity during the present year; but, at the same time, if time permits, I shall be glad to introduce a measure of that kind during the present Session. At any rate, it must be attended to at an early period next Session in order to provide the funds necessary for meeting the calls which will arise.
