MR. CARDWELL

said, with regard to the Fairs and Markets Bill, as there were a great many clauses in it, he did not think it would be just to go on with it in the absence of so many Irish Members. With regard to the other Bill, the Committee were almost unanimous in recommending that the expense should be provided out of the Consolidated Fund instead of out of local funds. It would be impossible for him to recommend that course to the House, and under those circumstances he thought the best way would be to let the measure wait until the beginning of next Session.
