§ MR. LABOUCHEREsaid, the Queen's warrant constituting the Colony bore date March 28, 1852. If his right hon. Friend moved for it, there would be no objection to lay a copy of the warrant on the table. The first appointment of a Presiding Magistrate was on the 5th of August, 1852; but he believed there had been a recent appointment to that office by the Governor of Jamaica, in whom the patronage was vested; and he (Mr. Labouchere) was unable at present to state the name of the gentleman appointed.
