§ Mr. PrescottThe headline pay settlement was 2.55 per cent. on the paybill, and together with some of the additional funds from staff turnover, staff-in-post received performance-related increases averaging 3.7 per cent. On top of this, some staff benefited from a number of restructuring changes which brought total average earnings growth to 5.3 per cent. The increases were not staged but were implemented in 2 phases, both backdated to 1 August 1998.
