Resolved, That provision may be made for the purposes of the Hydrocarbon Oil Duties Act 1979 as to the methods of ascertaining or determining—

  1. (a) the volume of any substance; and
  2. (b) the amount of any duty that has been paid, or of any rebate that has been allowed, in respect of any substance.
