19. Where the Council takes any of the steps with respect to a licensed conveyancer it may also direct him to pay to the Council—

  1. (a) the amount of the fee repayable by the Council to the client under paragraph 18(3); and
  2. (b) an amount which is calculated by the Council as the cost to it of dealing with the complaint, or which in its opinion represents a reasonable contribution towards that cost.
