20. Where the Discipline and Appeals Committee—

  1. (a) is considering, or has considered, an application or complaint with respect to a licensed conveyancer; and
  2. (b) is of the opinion that the Council should consider whether to take any of the steps with respect to that licensed conveyancer,
it shall inform the Council.
