On an entirely different point of order, Mr. Speaker. In Question Time the leader of the SDP entered the Chamber just before his question, No. 13, was due to be called. One of his hon. Friends drew his attention to the fact that his question was on the Order Paper and the right hon. Gentleman fled like a frightened rabbit. That is a gross insult to this House and, at the very least, it shows a lack of leadership. Can you rule on the insult to the House?
