On a point of order, Mr. Speaker, arising from questions. Was it within your hearing that, in the course of his perfectly courteous reply to question 10, the Minister gave it as his personal opinion? On a subject as important as missiles exported to Saudi Arabia finding their way, without the use of end user certificates, to countries such as Afghanistan, surely we need a Government reply rather than a personal reply, especially in the light of today's news that the Russian Government have officially complained to Sir Bryan Cartledge, the British ambassador in Moscow, on this subject.
