Was it within your hearing that, in the course of his perfectly courteous reply to question 10, the Minister gave it as his personal opinion? On a subject as important as missiles exported to Saudi Arabia finding their way, without the use of end user certificates, to countries such as Afghanistan, surely we need a Government reply rather than a personal reply, especially in the light of today's news that the Russian Government have officially complained to Sir Bryan Cartledge, the British ambassador in Moscow, on this subject.
