On a point of order, Mr. Speaker. I refer to the question asked by the hon. Member for Cannock and Burntwood (Mr. Howarth) in Prime Minister's Question Time. Is it appropriate that Prime Minister's Question Time should be used to ask questions on the internal affairs of the Labour party?

Order. I have dealt with this matter before. I have frequently said that questions to the Prime Minister or any other Minister—such a case came up somewhat later today—must be on matters for which the Prime Minister or the Minister has departmental responsibility. The matter to which the hon. Gentleman refers is patently not one of departmental responsibility.
