§ Mr. HayhoeOne of Mr. Wilson's responsibilities will be to advise on accounting aspects of the financial management initiative. He will be particularly concerned with the management accounting work on developing budgetary and information systems. He will also supervise the arrangements for developing and deploying the accountancy expertise needed for such work across Departments.
§ Mr. EggarWill Mr. Wilson be able to insist that Departments publish their FMI plans in detail, and what action will he be able to take if Departments fail to implement those plans?
§ Mr. HayhoeMr. Wilson is not a supremo with powers of executive direction over Departments of State, responsibility for which remains with the Secretaries of State and Ministers in charge. As my hon. Friend will know, the Government believe that the plans should be published as widely as possible, bearing in mind problems of security and sometimes of commercial confidentiality.
