Having looked with great care at the matters that he raised, I am satisfied that the rules of the House were properly observed.

I know that you have studied the procedures and the precedents with great care, and I accept without reservation that the decision to print the Boundary Commission report for England before it was available to the Home Secretary is a matter that must be pursued in ways other than those concerning the rules of the House.
