I have considered carefully the point of order that the right hon. Member for Birmingham, Sparkbrook (Mr. Hattersley) raised with me concerning the Boundary Commission. Having looked with great care at the matters that he raised, I am satisfied that the rules of the House were properly observed.

I thank you, Mr. Speaker, for the care and consideration that you have taken in this matter. I know that you have studied the procedures and the precedents with great care, and I accept without reservation that the decision to print the Boundary Commission report for England before it was available to the Home Secretary is a matter that must be pursued in ways other than those concerning the rules of the House.
