§ Mr. WigleyOn a point of order. Mr. Speaker. The Welsh Development Agency Bill was to have been referred to the Welsh Grand Committee as a matter of exclusively Welsh interest. Is it in order for Members representing non-Welsh constituencies to object to that?

Mr. loan EvansOn a point of order, Mr. Speaker. As there is a heavy legislative programme before the House and as there is objection to the Welsh Development Agency Bill, is it possible that the Bill will not now go through this Session, with the result that the people of Wales might not benefit from it?
