Mr. Pavittasked the Prime Minister if he is satisfied with the co-ordination between the Home Department and the Department of Health and Social 585 Security to safeguard the lives of newborn babies against the hazard of medicinal and non-medical toilet preparations containing hexachlorophane.
§ The Prime MinisterYes, Sir. In consultation with the Home Office and the Department of Health and Social Security, the industry has taken action voluntarily which has minimised the risk of hazard to the lives of new-born babies from products containing hexachlorophane. The two Departments are now consulting on future legal limitations.
§ Mr. PavittIs the right hon. Gentleman aware that the pharmacists took action over 15 months ago and the Department of Health took action six months ago? Is he further aware that the last word from the Home Office was that negotiations are still continuing? Does he appreciate that I am most grateful to the manufacturers for withdrawing the product, but that the goods which have been withdrawn are finding their way into market places and cut-price shops, where they are sold cheaply, with consequent danger for any mother who washes her baby in this soap? When will the Home Office take action?
§ The Prime MinisterA draft order under the Medicines Act 1968 has been prepared which should effectively deal with the problem. It is under discussion with all those concerned. My right hon. Friend hopes to act in the near future.
§ Sir R. CaryIs my right hon. Friend aware that one of the main manufacturers of this preparation is in my constituency of Withington? Is he further aware that I have been constantly in touch with the Secretary of State for Social Services and have been comforted by the degree of caution and co-ordination exercised by the firm and the Department?
§ The Prime MinisterI am aware of the firm to which my hon. Friend refers, and I agree with what he has said.
