I beg to move Amendment No. 3, in page 3, line 8, leave out 'by virtue of section 1(1)(a) above.'.

This amendment fulfils another undertaking I gave in Committee, to remove a limitation and to give the council a general power to grant-aid any project of a type that the council can itself carry on.
