§ Dame Irene WardI am grateful to my hon. Friend for that statement. I hope he will accept it when I say that I regard the present system as old-fashioned and am glad to know that some progress is being made. There are many examples in the Counties of Northumberland and Durham, so perhaps my hon. Friend will take a much more forward-looking and modern view, bearing in mind that the aim of this Government is modernisation.
