§ Mr. Arthur LewisIt is laid down that the police have power to stop vehicles. May I ask the Solicitor-General what the situation will be under consolidated law when members of the public ask the police to stop a driver when they have proof that the driver is breaking the law? I have in my hand a list of cases in which the police have not carried out the law and I cannot see why we should agree to the consolidation of existing law if it is not being carried out.

§ Mr. LewisWe have agreed but we do have a Committee stage, and we are now asking whether this Clause should stand part of the Bill.
The Second Deputy ChairmanOrder. The hon. Member would be entitled to query the way in which the consolidation is being done but not to argue about whether it should be done.
