§ Mr. SpearingOn a point of order. May I seek your advice, Mr. Speaker, on the rights of back bench hon. Members? The Report of the James Commission on Education Training was due to be published today. It has been mentioned in the Press. I understand that copies are available to the Press and that they are available in Her Majesty's Stationery Office in Holborn and Manchester. They are not available in the Vote Office. May I seek your advice on how to obtain copies of the Report, and secondly, will you uphold the rights of back bench hon. Members in this matter?
§ Mr. SpeakerOne of my predecessors said that Mr. Speaker would make a great mistake if he ever took it upon himself to give advice to the House. However, I shall look into the matter that the hon. Gentleman has raised.
