Gentleman aware that, when the Labour Government introduced the Housing Act, 1969, with its new concept of general improvement areas, that concept was received with the approval of both sides of the House? Is he further aware that the change of policy in rate support grant will be a challenge to further progress in this matter?
§ Mr. Gibson-WattPerhaps I can leave out the last part of the hon. Gentleman's supplementary question, which does not 1219 apply to the earlier part. The ultimate decision whether to proceed with schemes of this sort must rest with individual local authorities.
