Is the Minister aware that the plans announced last week should have been announced in Parliament and should have been announced many months ago? Further, is the Minister aware that under these plans communications between North Staffordshire, North Wales and Chester would hardly be improved, and that they should be improved?

To deal with the last part of the supplementary question first, the communications there will be a great deal improved under the plans put forward by my right hon. Friend on 23rd June. He put them forward in answer to a Parliamentary Question, so they were announced in Parliament.
