Labour-only Subcontracting

17. Mr. Heffer

asked the Secretary of State for the Environment when he intends to introduce a Bill to deal with labour-only subcontracting in the construction industry; and if he will make a statement.

Mr. Channon

My right hon. Friend will make an announcement on this matter shortly.

Mr. Heffer

I trust that the hon. Gentleman seriously intends to bring in a Bill at the earliest possible moment, as the Conservative Party supported the last Bill brought in by the Labour Government. Will the hon. Gentleman give a categoric assurance that in the statement there will be a clear declaration that the Bill will be brought in at the earliest possible moment?

The hon. Gentleman will not expect me to anticipate my right hon. Friend's statement. However, I can tell him that it will be made shortly and that it will be very clear.
