asked the Secretary of State for the Environment what plans he has for streamlining the administrative procedures involved in the process of road construction; and if he will make a statement.

I am completing a review of these procedures and intend to make proposals shortly.

To what extent will the reorganisation which has taken place within the Ministry meet the Booz Allen recommendations based on the British Road Federation Report which, no doubt, my hon. Friend has read?

Certain steps are being taken at present to reduce delays, such as the progressive introduction of up-to-date management techniques, critical path analysis, and announcement of schemes well in advance to give plenty of time for preparation. We hope to introduce legislation on this subject shortly.
