asked the Secretary of State for Defence what steps have been taken to reduce the possibility of a further Polaris submarine collison in light of the findings of the court martial arising from the collision of H.M.S. "Renown" and the motor vessel "Moyle"

Stringent precautions have always been in force, but operating procedures have been reviewed in the light of this incident and action is being taken to reinforce the safeguards against any repretition.

Mr. Booth

Has sufficient regard been paid to the grave risk that has been revealed by this collision involving a British Polaris submarine? Does my hon. Friend agree that, in the absence of absolutely categorical safeguards about new operating procedures, there must not only be doubt about the operational efficiency of the Polaris force, but also doubt whether sufficient safeguards exist for the crews of these vessels?

Dr. Owen

I have no doubt about the operational efficiency of the Polaris force. I agree with my hon. Friend's concern. The relevant elements of crew recruit training and operational drills are being re-emphasised, and we are constantly seeking to improve on equipment performance.

But as these things can happen, even in the best regulated families, is this not an argument for a fifth Polaris submarine?

No, Sir. I see no reason to draw that conclusion from this incident.
