asked the Prime Minister whether he will appoint a Government Minister as the permanent United Kingdom representative to the United Nations.

The Prime Minister

No, Sir.

Dr. Summerskill

Will the Prime Minister bear in mind that if there is no Government Minister as the United Kingdom's permanent representative at the United Nations, our standing there will be greatly diminished? Is he aware that the present Government have downgraded the United Nations in this country?

The Prime Minister

I do not accept that conclusion for a moment. Like many others, I recognise what Lord Caradon achieved when he led our delegation at the United Nations. However, many other countries have their delegations led by permanent members of the diplomatic service, and Ministers are present there whenever they are required. We propose to follow that procedure.

Will my right hon. Friend consider resuming the original idea of sending two hon. Members from the back benches to the United Nations?

The Prime Minister

I am prepared to consider the possibility of hon. Members of this House going in the delegation.
