May I respectfully ask you whether, having regard to the constitutional and Parliamentary importance of Question No. 73, and having regard to the obscurity of Ministerial Answers so far, and the desirability of Ministerial candour in their dealings with the House, the Foreign Secretary has asked permission to answer it orally?
